Different circumstances can call a "foul". Some examples include a player touching the ball with his arm or hand, a player tackling another player, bad sportsmanship, or even excessive pushing. The referee will then call the ball dead on the spot where the foul happened, and the opposite team will be give a free kick.
A shootout is the result of when the regulation time of the soccer runs out and the score is tied, in which case the goalie of one team is up against a player from the opposing team. The game is won by whoever scores a goal first.
